Smart List Column in Leads and Sales Pipeline for "Time Since Last Activity"

The main question a user is trying to answer with smart columns' is "who should I be contacting?" The current activity date column is filtering by the date of the last activity, which allows the user to answer "who did I contact last week, who did I contact last quarter." But the main question it should be answering is "who did I not contact that should have been contacted", or "Pull up a list of people I should be talking to based on who I haven't gotten updates on in the last month"so that the user knows who exactly to attack every day, which cold leads to bring back to life.

This feature can be imperative to move leads along the pipeline.

Iteration 1: The filtering should first be by a drop down menu of "day day, 1 wk, 2 wks, 1 month, 1 quarter, 6 months, 1 year",
Iteration 2. add columns by type and quantity of activity - email, call. "Who haven't I called in the last quarter?"
Iteration 3. add a filter to include types of calls/emails and the quantity.
